The primary tool for determining the policy of a specific publisher/journal is the "Author Instructions" given at the publisher's/journal's homepage. Given the number of scientific publishers/journals, it is impossible to maintain a complete and up to date list of all policies. Not all publishers' policies are the same; carefully review your specific journal/publisher for specific instructions. Remember - not all journals allow the final published version of an article to be uploaded to PMC - if that is the case, the accepted version can be submitted to PMC.
